On April 8, 2014 The Government Operations Committee of the Vermont State Senate held a hearing on the draft resolution calling to recognize an illegal separatist regime in the occupied Nagorno-Karabakh region of Azerbaijan. The U.S. Azeris Network (USAN) had submitted its testimony providing historical overview and legal aspects of the conflict and the importance of Azerbaijan as important ally of the United States in the region. USAN’s co-founder Yusif Babanly testified before the committee in person along with the Representative Warren Kitzmiller and Counselor of the Embassy of Azerbaijan Mammad Talibov, giving insight on the essence of Armenia-Azerbaijan conflict, strategic bilateral ties between the United States and Azerbaijan, significance of Azerbaijan as a reliable partner in energy and security issues and how this draft bill would potentially derail the Armenia-Azerbaijan peace process and negatively affect the strategic partnership between the United States and Azerbaijan essential for U.S. interests in the Eurasia. Following the testimonies, the Government Operations Committee decided to not refer the bill further to the Senate floor.
